Accounts Officer
The main functions of the Budget and Finance Section, which is located in the Common Administrative Services Division, are the preparation of the budget, the production of the financial statements for the Court as well as the Trust Fund for Victims, assessment of contributions, cash flow projections, payroll, disbursements, treasury management including investments for surplus funds, preparation of management reports, and maintenance and control of the accounting system.
Within the Budget and Finance Section the Accounts Officer will be responsible for the following:
• Coordinate and supervise the preparation and production of the financial statements ensuring compliance with the financial rules and regulations of the Court and established international accounting standards.
• Oversee and monitor the Court's accounts including accounts receivable and accounts payable to ensure accuracy of data.
• Conduct in-depth review and analysis of the reports and data in the financial statements prepared by the Accounts Unit ensuring compliance with the financial rules and regulations of the Court and established accounting standards.
• Establishes procedures and internal controls to ensure that records are correctly posted to accounts by introducing controls in the electronic accounting system.
• Supervise and coordinate bank reconciliations, account reconciliations, assessment of contributions and inter-fund balances with other organizations.
• Coordinate and supervise conversion of ICC accounting procedures to compliance with International Public Sector Accounting Standards ( IPSAS).
•Plan, coordinate and prepare responses and follow-up to internal and external audits of Accounts of the ICC.
• Supervise the work and staff of the Accounts Unit.
• Perform other related duties, as assigned.
QUALIFICATIONS AND EXPERIENCE
• University degree preferably in business administration, finance, accounting or related field. Commercial experience and a certification as a Certified Public Accountant (CPA) or Chartered Accountant (CA) or equivalent would be considered strong assets.
• At least five years of progressively responsible experience in budget and finance in an international environment.
• Strong analytical skills and the proven ability to plan and organise work.
• Proficiency in computer applications relevant to an international management environment, including experience in ERP systems and MS Office programs. Knowledge of SAP would be an advantage.
• A dynamic service and client oriented individual with a proven ability to find innovative solutions to problems.
• Ability to produce accurate work under time pressure
• Excellent drafting ability and communication skills, both oral and written.
• Ability to maintain harmonious working relationships in a multicultural, multi-ethnic environment.
KNOWLEDGE OF LANGUAGES
Fluency in either of the working languages of the Court, English or French, is essential. Working knowledge of the other is desirable. Knowledge of another official language of the Court would be considered an asset. (Arabic, Chinese, Russian, Spanish)

The Court reserves the right not to make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description.
