Organizational Context
The Programme Development and Technical Cooperation Division comprises of the Office of Managing Director, seven Branches and one independent Unit reporting directly to the Managing Director: The Trade Capacity-Building Branch, the Investment and Technology Promotion Branch, the Agri-Business Development Branch, the Industrial Policy and Private Sector Development Branch, the Environmental Management Branch, the Montreal Protocol Branch, the Energy and Climate Change Branch and the International Financial Institutions (IFI) Partnership Unit. The Division is responsible for providing all technical cooperation services on technological, policy and economic issues in the industrial sectors concerned.
The Environmental Management Branch (EMB) promotes the growth of 'green industries' in developing countries and countries with transition economies, with the goal of encouraging an industrial development that is efficient as well as protective of the natural environment. In addition, the Branch acts as the focal point within UNIDO for relations with the Commission on Sustainable Development and the Marrakesh process. The Branch is responsible for maintaining and developing the global network of National Cleaner Production Centres established in cooperation with UNEP.
This position is located in the Stockholm Convention Unit (EMB/SCU), which is responsible for the implementation of the Stockholm Convention on Persistent Organic Pollutants (POPs) in the developing countries and countries with economies in transition.
Under the overall guidance of the Branch Director and the direct supervision of the Unit Chief, EMB/SCU, the incumbent will work closely with team members in the Unit and colleagues and counterparts to develop and implement technical cooperation activities in the field of implementation of the Stockholm Convention on persistent organic pollutant (POPs) and through introduction of agreed phasing out, elimination, restriction and prevention measures.
Main Functions
Programme Development: Conceptualizes and leads the development of UNIDO's technical cooperation projects/programmes in the industrial sectors mentioned in the Stockholm Convention. This involves recommending policy decisions and development strategies aimed at assisting Governments to comply with the requirements of the Stockholm Convention. As team leader or team member participates in programme/project formulation missions in the area of POPs management. In addition, formulates programmes and individual projects and provides input related to formulation and processing technologies, and industrial waste management, to the development of integrated programmes. By demonstrating the technical soundness of UNIDO's technical cooperation programme and projects of the Stockholm Convention, actively influences Governments, traditional as well as new financing institutions, multilateral and bilateral organizations and other strategic partners to mobilize resources to UNIDO-led projects/programmes.
Management of Technical Cooperation: Serves as the specialist expert in the area of POPs providing technical and managerial inputs into implementation of programmes, projects and services ensuring that inputs are delivered on time and within the budget allocated. These include (a) selection and recruitment of experts/consultants and briefing them, providing substantive advice and support to field staff, appraising project progress and reviewing technical and final project reports; (b) selection of firms to be invited for bids, evaluation of tenders for services and equipment, recommendation of contracts to be awarded and monitoring the delivery of inputs; (c) participation in tripartite review meetings; (d) organization of specialized technical training courses involving preparation of programmes, negotiation with host institutions, selection of countries and participants, preparing and delivering lectures on substantive subjects if required, editing and correcting documentation, directing activities and evaluating impact.
Provision of Technical Advisory Services: These include (a) provision of advice on regional and country-sector analysis; (b) recommending policy decisions and development strategies to governments (c) commenting on, appraising or revising draft programme/project concepts submitted by requesting Governments; and (d) provision of technical advice to strategic partners/donors.
Global Forum Functions: Is responsible for UNIDO's global forum responsibilities related to the POPs area by: (a) keeping abreast of technical and economic developments in relation to industry through close contacts with specialized institutions and industry representatives, following the technical press, market developments and trends; (b) participating in or organizing specialized conferences, seminars, international fairs and working group meetings on relevant technologies, market requirements and trends affecting developing countries; (c) commissioning and preparing for wide distribution technical surveys and guides (d) contributing technical articles and publicity material to journals and development oriented publications.
After a certain number of years located at Headquarters, the incumbent must be prepared to rotate into a position in one of UNIDO's field offices, as part of the Organization's Field Mobility Policy.
Required Competencies
Technical: Advanced knowledge of the Stockholm Convention on POPs and chemicals management to act as subject matter expert on behalf of UNIDO. Good knowledge and expertise in various disposal technologies for POPs and the remediation of contaminated sites.
Behavioral: Analytical thinking; planning, organizing and problem solving abilities; excellent inter-personal skills and team leadership/membership ability; cultural sensitivity; report writing skills; excellent verbal and written communication skills; ability to work under pressure and to meet tight deadlines.
Minimum Requirements
Education: Advanced university degree in science, environment or engineering with specialization in POPs process formulations and management of chemical and biological processes.
Experience: Minimum of 7 years practical experience in POPs chemicals formulation and disposal, chemicals pollution abatement and/or management of these POPs process industries including three years of industrial experience in POPs processing, elimination and destruction technologies using Best Available Technologies (BAT) and Best Environmental Practices (BEP), POPs waste treatment and disposal processes. Previous experience in implementing technical assistance programmes in developing countries is an advantage.
Languages: Fluency in English. Working knowledge of another UN language desirable.
