The Non-Communicable Diseases and Environment Unit (NCE) addresses the major disease burden now and in the foreseeable future in Europe (cardio- and cerebro-vascular diseases, cancer, violence and injuries, mental health, etc.) and their contributing factors (alcohol, tobacco, substance abuse, etc.) as well as the associated conditions such as obesity, unhealthy lifestyles including diet and nutrition, lack of physical activity. The Unit deals with the risks and hazards associated to the environment, like water and sanitation, urban environmental quality, including air quality, chemical safety, occupational health, or more complex such as global climate change through strengthening health system capacity to detect and respond to health threats to national, regional and global health security. The Unit provides technical inputs into implementation of WHO's country programmes (Biennial Collaborative Agreements), which are led by the WHO Country Offices, aimed at supporting Member States in designing and implementing evidence based interventions, assessing the burden of disease and monitoring progress towards reducing death and disability, by integrating these activities with management and dissemination of technical knowledge through strengthening public health programmes and services. The Unit develops norms and standards, guidance and tools to assist countries to implement effective disease control programmes.

Head - Office for the Support to the Prevention

OBJECTIVES OF THE PROGRAMME :

The mission of the WHO Regional Office for Europe is to support Member States in: (i) developing and sustaining their own health policies, health systems and public health programmes; (ii) working to prevent and overcome threats to health; (iii) anticipating future challenges; and (iv) advocating public health.

The objective of the Division of Health Programmes (DHP) is to assist the Member States of the WHO European Region to design, adopt and implement comprehensive health and health systems policies in the area of communicable, non-communicable diseases and environment, strategies and tools in line with the values of solidarity, equity and participation. The DHP provides policy and technical assistance in collaboration with development partners and Civil Society Organizations.

The Division of Health Programmes consists of two Units: (i) Non-Communicable Diseases and Environment, and (ii) Communicable Diseases Unit.

The Office for Technical Support in the area of NCD and Lifestyles (Athens Office) is a part of the NCE Unit and its technical work will be devoted to the area of prevention, control and management of noncommunicable and chronic diseases and of healthy lifestyles and will contribute to the achievement of relevant WHO Strategic Objectives. The Office will support the development, implementation, monitoring and evaluation of effective evidence-based policies and cost-effective interventions in this area with a focus on: (1) knowledge, information and evidence development; (2) the development of tools, guidance, resource and training materials to support country needs and Member States expectations; (3) implementation of collaborative programmes (BCAs) in the area of NCD. The Athens Office will achieve its work objectives through implementation of country and intercountry workplans related to relevant WHO Strategic Objectives. The above work will benefit and contribute horizontally to all WHO/EURO's work in the NCD and Lifestyles both from the population public health and the health systems perspectives.
 
Description of duties:

Under the leadership, strategic and managerial oversight of his/her first level supervisor (respective Head of the Unit), the Head of the Athens Office will have following general responsibilities:
To administer the Athens Office in all aspects of work at highest standards and in accordance with WHO general rules and procedures;
To be responsible for overseeing the work of all staff in the Athens Office, unless otherwise advised by the respective Head of the Unit;
To contribute to the achievements of the relevant Strategic Objectives in accordance with the respective workplans and through the organizational arrangements set by the Head of Unit. Whenever relevant, such contribution should also be made within the area of his/her technical specialization;
To coordinate work of the Athens Office towards the achievement of the Unit's Strategic Objectives and ensure implementation of work in accordance with the agreement between the WHO Regional Office for Europe and the host country;
To mobilize resources to efficiently deliver services/products and to develop activities at country and intercountry level within the relevant Strategic Objective budget envelopes;
To represent WHO within the host country in the framework of the power delegated by the Regional Director.
Specific functional responsibilities
To support the Head of Unit in the management of EURO's work in addressing the main contributing factors to non-communicable diseases and their associated conditions and risk factors;
To provide technical and evidence support to Member States in strengthening national responses to non-communicable diseases (NCD) and lifestyles challenges in accordance to their specific needs as defined in the Biennial Collaborative Agreements and support national implementation of decisions stemming from the European NCD Prevention and Control Strategy and Global NCD Action Plan;
To ensure the delivery of workplans related to NCD prevention and control is relevant to the work of the WHO Regional Office for Europe and carried out in close liaison and coordination with the WHO Country Offices and all technical Units;
To facilitate cross-cutting work on NCD and Health Systems and in particular in the Primary Health Care context.
 
REQUIRED QUALIFICATIONS

Education:

Essential: Advanced university degree in Health or Social Sciences, Management or Economics.
Desirable: PhD in any of the above or a combination of training and experience.
 
Skills:

Functional Skills and Knowledge:
The Head of the Athens Office should be:
Identified with the core values of the World Health Organisation.
Skillful in modern management methods (performance measurement, design and operation of modern management information systems, planning and evaluation, etc).
Proficiency in MS Office package.

Experience:

Essential: Extensive and progressive responsible experience at national and/or international level and proven track record in implementation of health programmes and/or reforms and institutional restructuring. Track record in positions that required strong leadership of highly-skilled professional teams in multidisciplinary tasks with precise goals.
Desirable: Working experience within the World Health Organization or other UN agencies. Work in the field of international relations, strategic planning, managing change and team building.
 
Languages:

Essential: A very good command of the English language, with good working knowledge of German, Russian or French.
Desirable: Knowledge of other European languages.

Annual salary: (Net of tax)
USD 89,129 at single rate
USD 96,427 with primary dependants  Post Adjustment: 39.8 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
